CITY OF ROSENBERG HAS SECURED 250,000 GRAND THROUGH THE TEXAS GENERAL LAND OFFICE, GLO COMMUNITY DEVELOPMENT BLOCK GRANT MITIGATION RESILIENT COMMUNITIES PROGRAM.

THE PURPOSE OF THIS G-L-O-R-C-P GRANT IS TO ASSIST THE CITY IN FORMULATING A FORWARD, FORWARD LOOKING COMPREHENSIVE PLAN THAT INTEGRATES HAZARD MEDI MITIGATION AND TO UPDATE THE UNIFIED DEVELOPMENT CODE.

THE COMPREHENSIVE PLAN UPDATE WILL IDENTIFY AND ADDRESS VULNERABILITIES RELATED TO NATURAL DISASTERS, INFRASTRUCTURE NEEDS, AND, UH, LONG-TERM GROWTH.

BY INTEGRATING HAZARD MITIGATION, LAND USE PLANNING, AND COMMUNITY INPUT, THE COMPREHENSIVE PLAN WILL SERVE AS A STRATEGIC ROADMAP TO GUIDE FUTURE DEVELOPMENT WHILE INCREASING THE CITY'S RESILIENCE TO FLOODING, HURRICANES, AND OTHER CLIMATE RELATED EVENTS.

THE UPDATE AIMS TO ALIGN ROSENBERG'S VISION FOR SUSTAINABLE GROWTH WITH STATE AND FEDERAL RESILIENCY PRIORITIES.

SEVERAL GOVERNMENT GRANTS THAT PROVIDE FUNDING FOR INFRASTRUCTURE HOUSING TRANSPORTATION RESILIENCE REQUIRE AN UPDATED COMPREHENSIVE PLAN OR PRIORITIZE APPLICANTS WITH ONE CITY COUNCIL PLAYS A CRITICAL LEADERSHIP ROLE IN THE COMPREHENSIVE PLAN UPDATE PROCESS.

CITY COUNCIL ENSURES A COMPREHENSIVE PLAN REFLECTS THE COMMUNITY'S VOICE, WHILE PROVIDING THE LEADERSHIP NEEDED TO MOVE THE PROCESS FORWARD.

THE CITY IS LAUNCHING ITS COMPREHENSIVE PLAN, UPDATE A PROCESS EXPECTED TO TAKE APPROXIMATELY 20 MONTH AND TO BEGIN THIS IMPORTANT INITIATIVE.

THIS KICKOFF WORKSHOP MEETING TONIGHT IS BEING HELPED WITH THE CITY COUNCIL TO ESTABLISH A STRATEGIC DIRECTION AND LAY THE FOUNDATION FOR A SUCCESSFUL COMMUNITY FOCUSED PLANNING EFFORT.

2015, THE CURRENT COMPREHENSIVE PLAN, LIVABLE CENTERS PLANNING STUDY.

I WAS ACTUALLY HERE 2006 TO 2010.

SO WE HAD THE 95 PLAN IN PLACE.

AND THEN DID THAT UPDATE AFTERWARDS, UM, 2017, THE UNIFIED DEVELOPMENT CODE.

AND THAT IS A BIG PART OF THIS PROCESS.

SO WE WILL BE UPDATING THAT, UH, 2019, THE PARKS MASTER PLAN.

AND THEN 2023, YOUR THOROUGHFARE PLAN, UH, AND THE MOST LATEST 2024, THE HAZARD MITIGATION PLAN, WATER CONSERVATION PLAN, ECONOMIC DEVELOPMENT, STRATEGIC PLAN.

IT'S A LOT OF PLANS.

IT ALL KIND OF ROLLS INTO THIS.

UH, AND THIS IS AN UPDATE PROCESS.

SO, UH, WE'RE REALLY KIND OF WORKING THROUGH SOME OF THE THINGS HERE.

FORMULATE A FORWARD LOOKING COMPREHENSIVE PLAN THAT INTEGRATES HAZARD MITIGATION, BECAUSE THIS IS THROUGH THE GENERAL LAND OFFICE, THIS GRANT, AND THAT'S A REAL IMPORTANT FOCUS.

AND THE SECOND IMPORTANT FOCUS IS AMENDING THE UNIFIED DEVELOPMENT CODE.

SO WE LOOK FORWARD TO WORKING WITH Y'ALL THROUGHOUT THIS PROCESS.

SO, UM, STARTING WITH, YOU KNOW, PEOPLE QUESTION, WHAT IS THE NEED FOR A COMPREHENSIVE PLAN? AND, UH, SOMEBODY TOLD ME THAT, YOU KNOW, WHEN YOU BUILD A HOUSE, YOU DON'T START DIGGING WITHOUT HAVING A PLAN, KNOWING WHAT'S GOING TO GO WHERE.

THAT'S ONE EXAMPLE.

BUT, UM, I THINK THE BIGGEST THING FOR US IS TO MAKE SURE THAT WE ENCAPSULATE THE COMMUNITY'S VISION.

SO, UM, JUST TO, SO WE, WE DO BELIEVE THAT IT'S REALLY IMPORTANT TO GET THE COMMUNITY INVOLVED, AND I'LL TALK A LITTLE BIT ABOUT COMMUNITY ENGAGEMENT LATER, BUT, UH, WE TRULY BELIEVE THAT IT IS YOUR PLAN, THE CITY'S PLAN, THE COMMUNITY'S PLAN.

AND, UM, OUR GOAL IS TO JUST PUT ALL THE, UH, THE VISION TOGETHER SO THAT IT HELPS YOU GET THERE.

UM, AS MINDY MENTIONED, PART OF THE GRANT IS TO MAKE SURE THAT WE ADDRESS THE RESILIENCY ASPECT OF IT.

UM, AS YOU KNOW, WE HAVE SEEN A LOT OF, UM, MAJOR DIS UM, NATURAL DISASTERS, ESPECIALLY FLOODING.

SO MAKING SURE THAT AS THE CITY GROWS, UM, HOW DO WE BALANCE GROWTH WITH, UM, RESILIENCY.

UM, THE OTHER, UM, IMPORTANT ASPECT OF THE COMPREHENSIVE PLAN IS TO GUIDE FUTURE LAND USES, YOU KNOW, WHAT SHOULD GO WHERE, UH, AND WHAT TYPE OF INFRASTRUCTURE IS NEEDED FOR THE CITY TO GROW? AND WHAT TYPE OF STREET NETWORK, WHAT TYPE

HOW DO YOU MANAGE THEIR ASSET, THE CITY'S ASSETS TO PROVIDE THE BEST SERVICE FOR YOUR, UH, CITIZENS, UM, NOW AND IN THE FUTURE.

UM, AND THEN ALSO MAKING SURE THAT WHATEVER, UM, POLICIES ARE ADOPTED IS IN TERMS OF RESILIENCY THAT THEY ALIGN WITH STATE AND FEDERAL PRIORITIES.

UM, THE OTHER THING THAT THE PLAN DOES IS, I'VE TALKED ABOUT THIS BEFORE, THAT IT IS NOT JUST A DOCUMENT THAT SITS ON THE SHELF.

UH, IT'LL HAVE A PRETTY ROBUST IMPLEMENTATION PLAN TOWARDS THE END OF IT.

A LOT OF WHAT HAPPENS IN THE CITY IS ALSO AFFECTED BY REGIONAL GROWTH.

AND SO THE COMPREHENSIVE PLAN GIVES CITIES AN OPPORTUNITY TO, YOU HAVE A VISION AND MAKE SURE THAT AT LEAST THE VISION, UM, ANYTHING THAT HAPPENS IS ASKED PER THAT VISION.

UM, THE OTHER BIG THING IS YOU HAVE A LOT OF VACANT LAND, NOT JUST WITHIN THE CITY, BUT ALSO IN THE ETJ.

AND WE HAD THIS DISCUSSION THAT, YES, THE CITY'S ABILITY TO REGULATE LAND IN THE EJS CURTAILED, BUT MORE AND MORE WE SEE DEVELOPMENT AGREEMENTS WITH PEOPLE WHO DEVELOP IN THE ETJ.

SO HAVING A PLAN GIVES THE CITY TO THE ABILITY TO COME TO THE TABLE AND HAVE A CONVERSATION THAT IS BASED ON THE VISION OF THE PEOPLE WHO LIVE HERE.

SO, UM, OUR GOAL IS TO INTERVIEW ALL, TALK TO YOU ALL ONE-ON-ONE AS THE CITY COUNCIL, AND THEN SEE WHO ELSE NEEDS TO BE, WHAT, WHO ARE THE OTHER MEMBERS OF THE COMMUNITY THAT WE NEED TO INTERVIEW.

SO WE WILL, UM, TRY TO SEE IF WE CAN BE OUT THERE, UM, GETTING PEOPLE MORE INVOLVED AND EXCITED ABOUT THE PROCESS.

SO, UM, WE ALSO USE, UM, THINGS LIKE DIGITAL METHODS, LIKE WITH THE CPAC, WE'LL BE USING A LOT OF PHONE BASED EXERCISES, POLLING EXERCISES TO HELP, UM, QUANTIFY SOME OF THE THINGS THAT COME OUT.

AND THEN OF COURSE, SOCIAL MEDIA WILL BE CLOSELY WORKING WITH YOUR PUBLIC AFFAIRS, UM, STAFF PERSON AND MAKING SURE THAT WE GET THE WORD OUT.

UM, THERE WILL BE AN ONLINE QUESTIONNAIRE THROUGHOUT THE PROCESS.

INITIALLY, IT'LL BE MORE LIKE GATHERING INFORMATION FROM THEM.
