THE CONSENSUS OF CITY COUNCILS TO MOVE FORWARD WITH THE PROPOSED CHANGES, THE RATE INCREASES ARE NECESSARY FOR THE CITY TO CONTINUE PROVIDING HIGH QUALITY POTABLE WATER TO OUR CUSTOMERS.
FUND THE UNFUNDED MANDATE BY THE FORT BEND COUNT, FORT BEND SUB SCIENCE DISTRICT, AND TO MEET THE FUTURE GROUNDWATER REDUCTION REQUIREMENTS.
FUND UPCOMING CAPITAL IMPROVEMENTS NECESSARY TO IMPROVE WATER SYSTEMS RELIABILITY AND COVER INCREASED OPERATING EXPENSES AS WELL AS RATE INCREASES PASSED ON TO THE CITY BY BROWSERS SUPPORT WATER AUTHORITY.

AS PART OF THE C-D-B-G-M-I-T FLOOD DRAINAGE MITIGATION PROJECT ACTIVITY SEVEN INCLUDED THE INSTALLATION OF A COVERT UNDER THE RAILROAD TRACKS NEAR OLD RICHMOND ROAD AND WARD STREET ON JANUARY 23RD, 2025.
CITY COUNCIL APPROVED RESOLUTION NUMBER 38 13 AWARDING BID NUMBER 2025 DASH 23 B TO TEE CONSTRUCTION LLC WITH AN INITIAL TERM OF 150 CALENDAR DAYS.
ONCE THE CONTRACT WAS ISSUED, IT BECAME APPARENT THAT THERE WAS NUMEROUS UNFORESEEN CHALLENGES RELATED TO COORDINATING WITH THE RAILROAD COMPANIES FOR THE COVERT CROSSING.
THE HIGH COST REQUIRED BY BNSF FOR FLAGGING ALONG WITH THE ANTICIPATED SIMILAR EXPENSE FROM UNION PACIFIC, MADE IT FINANCIALLY UNFEASIBLE FOR T CONSTRUCTION TO ABSORB THESE ADDITIONAL COSTS.
AS A RESULT, T CONSTRUCTION REQUESTED TO TERMINATE THE CONTRACT FOR BID NUMBER 2025 DASH 23 B AND REIMBURSEMENT FOR ALL EXPEND EXPENSES TODAY TOTALING $30,812 AND 52 CENTS.
CITY STAFF WORKED WITH THE CONTRACTORS, ENGINEERS AND THE GENERAL LAND OFFICE TO EVALUATE THE IMPACT OF THIS CHANGE.
IT WAS DETERMINED THAT REMOVING THE ACTIVITY FROM THE OVERALL PROJECT WOULD NOT COMPROMISE THE INTENDED BENEFITS TO THE OUTCOME OF THE DRAINAGE IMPROVEMENTS THAT WOULD NOT AFFECT THE CITY'S COMPLIANCE WITH THE LOW TO MODERATE INCOME LEVEL REQUIREMENTS, STAFF RECOMMENDS APPROVAL OF RESOLUTION NUMBER 39 12 AS PRESENTED.
