WHEREAS CHANGE IS CONSTANT AND AFFECTS ALL CITIES, TOWNS, SUBURBS, COUNTIES, BOROUGHS, TOWNSHIPS, RURAL AREAS, AND OTHER PLACES.
AND WHEREAS PLANTERS CAN HELP NAVIGATE CHANGE WITH DATA DRIVEN INSIGHTS AND EXPERTISE THAT PROVIDE BETTER CHOICES FOR HOW PEOPLE WORK AND LIVE.

I'M DIRECTOR OF ECONOMIC DEVELOPMENT OPPORTUNITY FOR FORT BEND COUNTY.
OOPS, SORRY, I'M A LITTLE TALL.
UM, AS YOU ARE WELL, WELL AWARE, FORT BEND COUNTY IS EXPERIENCING EXTREMIST, UH, A LOT OF GROWTH.
RIGHT NOW WE'RE JUST SHY OF 1 MILLION RESIDENTS AND WE EXPECT TO DOUBLING POPULATION IN ABOUT 20 YEARS.
SO THE COUNTY HAS TAKEN PROACTIVE STEPS TO CAPITALIZE ON THE GROWTH WITH THE PHASE ONE OF THE EPICENTERS, WHICH IS WHAT WE HAVE TODAY.
SO HOW IS PHASE ONE DOING EPICENTER FACILITIES PERFORMING ABOVE AND BEYOND COUNTY'S INITIAL EXPECTATIONS? WE ARE STARTING OUR 30 YEAR OF OPERATIONS, AND OUR CURRENT NUMBERS ARE IN LINE WITH EXPECTATIONS FOR YEAR SIX.
SO THE EPICENTER IS PERFORMING THREE YEARS AHEAD OF EXPECTATIONS.
JUST THIS WEEKEND, THE EPICENTER HOSTING CAR, LEON, A WORLD FAMOUS MEXICAN SINGER, HE HOLDS THE RECORD FOR THE TEJANO NIGHT AT THE HOUSTON RODEO WITH OVER 70,000 IN ATTENDANCE.
AND HE'LL, HE WILL BE THE FIRST LATINO ARTIST TO HEADLINE AT THE VEGAS SPHERE.
JUST SPOKE WITH THE AUDITOR EARLIER TODAY, AND HE WAS TELLING ME THAT IN JUST ONE NIGHT, THE EPICENTER MADE OVER A HUNDRED THOUSAND DOLLARS IN NET PROFIT.
SO THE EPICENTER IS POISED TO CONTINUE TO GROW, AND WE WANT TO ENSURE THAT WE STAY ON THIS TRAJECTORY.
SO NOW WE'RE HERE TO TALK ABOUT PHASE TWO OF THE EPICENTER COMPLEX.
UM, WE'RE LOOKING TO PARTNER WITH THE CITY OF, OF ROSENBERG TO MAKE, MAKE SURE THIS FACE BECOMES A REALITY.
SO PHASE TWO, WE'LL ASK, UH, RIGO PLEASE IF YOU CAN PLEASE, UH, SHOW THE VIDEO AND WE CAN TALK A LITTLE BIT ABOUT IT.

PHASE ONE IS WHAT WE HAVE RIGHT NOW.
YEAH, JUST, JUST, UH, THE FACILITY SO WE CAN SEE THERE'S PARKING GARAGES.
SO WHAT WE'RE LOOKING TO DO IS TWO PARKING GARAGES, A WEST GARAGE WITH OVER 1500, UH, PARKING SPACES TO SERVE HOTEL AND FUTURE RETAIL IN EAST GARAGE, WHICH IS OVER A THOUSAND PARKING SPACES TO SERVE THE HOTEL.
A CONFERENCE CENTER, UH, WITH 70,000 SQUARE UH, FEET, GROWTH SQUARE FEET, AND NEARLY 40,000 FOR CONFERENCE AND A GRAND BALLROOM, AND ALSO FULL SERVICE HOTEL WITH OVER 200 ROOMS. IT'LL BE A FULL SERVICE HOTEL, UM, THAT WOULD HELP ENHANCE WHAT IS HAPPENING AT THE EPICENTER.

AND NOW WE'D LIKE TO INVITE STEVE ROBINSON WITH A BA CHART TO COME TO THE PODIUM.HE HAS A LOT OF EXPERIENCE WORKING ON THESE TYPES OF PROJECTS.
UH, HE WAS INSTRUMENTAL IN THE SUGARLAND TOWN CENTER PRO, UH, HOTEL PROJECT.
SO WE CAN GIVE YOU MORE DETAILS OF WHAT, WHAT IS IT THAT WE'RE TALKING ABOUT IN MORE DETAIL.
MAYOR AND COUNCIL, STEVE ROBINSON WITH ALLEN BOONE HUMPHREYS ROBINSON.
IT'S A PLEASURE TO BE HERE, UH, BACK IN FRONT OF YOU, UH, TONIGHT.
UM, WHAT ARE WE TALKING ABOUT HERE? UH, THE, UH, THE PROJECT, UH, CONSISTS OF A FIRST CLASS FULL SERVICE HOTEL, CURRENTLY SLATED WITH 218 ROOMS, UH, INCLUDING A 70,000 SQUARE FOOT, UH, CONVENTION CENTER, UH, AND TWO GARAGES, A 1,517 STALL, UH, WEST GARAGE, AND A JUST UNDER 1100 SPACE, UH, GARAGE ASSOCIATED WITH THE HOTEL AND CONFERENCE CENTER.
UH, THESE PROJECTS ARE, UH, EXTRAORDINARILY DIFFICULT, UH, TO COMPLETE, UM, SO DIFFICULT THAT, UM, THE STATE OF TEXAS HAS REALLY ONE OF THE ONLY PROGRAMS THAT EXIST THAT ALLOWS, UH, CITIES TO ACCESS, UH, FUNDS FROM THE STATE OF TEXAS, UH, HOTEL OCCUPANCY TAXES AND SALES TAXES.
AND IT'S ACTUALLY THE WAY IN WHICH THE MUNICIPAL HOTEL AND CONFERENCE CENTERS AROUND THE STATE HAVE BEEN BUILT.
FORTUNATELY, YOUR LOCAL, UM, UH, ALLEGED YOUR LOCAL DELEGATION WAS ABLE TO BY SPECIFIC, UH, UH, LEGISLATION ADD THE CITY OF ROSENBERG TO THE AVAILABILITY, UH, AND ACCESS TO THAT PROGRAM.
AND REALLY WITHOUT THAT, WE WOULDN'T, UH, BE, UH, HERE TALKING, UH, TO YOU.
UM, THESE PROJECTS ARE, ARE DIFFICULT.
UH, AND UM, WHEN WE BEGAN WORKING WITH THE COUNTY, UH, ON THIS PROJECT, WE REALLY ESTABLISHED A FEW PRINCIPLES.
UH, ONE IS THAT, UH, THAT WE WERE GOING TO FIX THE OBLIGATIONS THAT THE PUBLIC WOULD HAVE IN ORDER TO ACHIEVE THIS PROJECT.
UH, TWO, UH, THAT WE WOULD, UH, MAKE CERTAIN, UH, THAT THE, UH, PROJECT IS ONE THAT DOES NOT CREATE AN ONGOING OBLIGATION, UH, FOR, UH, MAINTENANCE AND INVESTMENT IN THE FUTURE BY OUR LOCAL GOVERNMENTAL ENTITIES.
UH, AND LASTLY THAT OUR, UH, DOLLARS THAT ARE WE PUT IN WOULD NOT UNJUSTLY ENRICH THE DEVELOPER OR THE OWNER OF THE HOTEL.
THE WAY IN WHICH THIS IS, UH, PROPOSED TO BE STRUCTURED, UH, IS THAT THE, UH, HOTEL, UH, DEVELOPER WOULD BUILD THE HOTEL.
UM, THEY WOULD, UH, THE, UH, THE SITE WOULD NEED TO BE CONVEYED TO THE CITY FROM THE COUNTY, BUT LEASE BACK TO THE COUNTY.
AND THE COUNTY WOULD FINANCE THE STRUCTURED PARKING, BOTH PARKING GARAGES AS WELL AS THE CONFERENCE CENTER TO ALLOW THIS PROJECT, UH, TO, UM, UH, TO OCCUR.
THAT TOTAL CONTRIBUTION BY THE COUNTY IS PROPOSED TO BE RIGHT AT $161 MILLION.
UM, THAT INCLUDES 43 MILLION FOR THE WEST GARAGE AND 117 MILLION, UH, FOR THE CONFERENCE CENTER AND THE EAST PARKING GARAGE.
ADDITIONALLY, THE, THE COUNTY HAS AGREED THAT THEY WOULD REBATE THEIR 2% HOTEL OCCUPANCY, UH, TAX, UM, THE, UH, THE DEVELOPER WILL BUILD AND OWN THE, THE HOTEL.
UH, AND THAT IS, UH, PROPOSED THAT 218 ROOM FULL SERVICE HOTEL WITH A FIRST CLASS FLAG, UM, IS PROPOSED TO BE JUST OVER $75 MILLION, UH, FOR, UH, THAT HOTEL.
UH, THE, UH, WHAT WE ARE ASKING FOR, UH, UH, FROM, UH, THE CITY,

UH, IS THAT AS TO THIS HOTEL ONLY, WE ARE ASKING THE CITY FOR THE NEW HOTEL OCCUPANCY TAXES THAT WILL BE GENERATED FROM THIS HOTEL FROM THE CITY'S HOTEL OCCUPANCY TAX, UH, WOULD BE CONTRIBUTED TO HELP, UH, PAY FOR, UH, THE DEBT SERVICE ON THE, THE COUNTY 160, UH, MILLION DOLLARS.WHAT THIS DOES NOT INCLUDE IS ANY UPFRONT CONTRIBUTION FROM THE CITY.
IT DOES NOT INCLUDE ANY PROPERTY TAXES OF THE CITY.
IT DOES NOT INCLUDE ANY SALES TAXES FROM THE CITY.
AND IN FACT, IT DOES NOT EVEN INCLUDE ANY RELATED HOTELS THAT MAY COME HERE BECAUSE OF THE NEW TYPES OF EVENTS THAT WILL BE ABLE TO BE ACHIEVED IF WE HAVE A FULL SERVICE HOTEL.
SO IT'S ONLY FROM THIS ONE HOTEL.
AND REALLY, BUT FOR BUILDING THIS HOTEL, UH, THOSE HOTEL OCCUPANCY TAXES WOULD NEVER BE GENERATED.
IT DOES INCLUDE ALSO THE STATE'S SALES TAX AND HOTEL OCCUPANCY TAX FROM THIS FACILITY UNDER THAT STATE LAW.
THOSE DOLLARS CAN ONLY BE INVESTED IN THAT HOTEL OCCUPANT, UH, FROM THE HOTEL OCCUPANCY TAX AND SALES TAX CAN ONLY BE INVESTED IN THE HOTEL CONFERENCE CENTER.
UM, THIS, UH, UM, THOSE DOLLARS FROM THE STATE, UH, HAVE A, UH, ONLY A 10 YEAR PERIOD AFTER THAT DATE, UH, THOSE DOLLARS WOULD THEN FLOW BACK TO THE STATE OF TEXAS, UM, FOR YEAR 11 AND, AND ON.
SO THAT'S THE STATE'S HOTEL OCCUPANCY TAX AND THE STATE'S SALES TAX.
UM, WE BELIEVE THIS IS A, UM, A, A FAIR WAY, UH, TO, UH, HAVE THE CITY PARTICIPATE, UH, IN THIS PROJECT BECAUSE NO DOLLARS THAT COULD FLOW INTO YOUR GENERAL FUND ARE BEING REQUESTED.
SO NO, NOTHING, ONLY THE HOTEL OCCUPANCY TAX THAT CANNOT FLOW INTO YOUR GENERAL FUND ARE, ARE BEING, UH, REQUESTED.
JUST A LITTLE BIT ON ONGOING, UH, UH, MAINTENANCE.
ONE OF THE THINGS THAT WE HAVE ALSO BEEN VERY CONCERNED ABOUT IS MAKING CERTAIN THAT ON AN ONGOING BASIS, IT IS NOT THE PUBLIC'S OBLIGATION TO MAINTAIN, UH, THIS, UH, CONFERENCE CENTER FACILITY.
UM, PART OF WHAT, UH, THE DEVELOPER'S OBLIGATION WILL BE TO ENTER INTO, UH, A MAINTENANCE OBLIGATION ON AN ANNUAL BASIS THAT WILL BE FUNDED OUT OF HOTEL REVENUES AND, UH, THAT THEY WILL HAVE TO MAINTAIN BOTH THE CONFERENCE CENTER AND THE HOTEL TO THE FIRST CLASS STANDARD OF, UH, THE, UH, THE FLAG, THE FIRST CLASS FLAG.
THOSE ARE VERY DETAILED STANDARDS THAT INDICATE WHEN THINGS LIKE CARPET HAVE TO BE REPLACED.
THOSE, UM, UH, WILL BE AUDITED ON AN ANNUAL BASIS TO MAKE SURE THAT WE DON'T BUILD A FACILITY THAT IN FIVE OR 10 YEARS BEGINS LOOKING DATED.
IT WILL HAVE TO BE CONSTANTLY MAINTAINED.
THAT WILL NOT BE AN OBLIGATION OF THE COUNTY OR OF THE CITY.
IN FACT, THE CITY WILL HAVE NO ONGOING OBLIGATIONS OTHER THAN TO COLLECT AND REMIT THE HOTEL OCCUPANCY TAX FROM THIS PROJECT.
UH, WE ARE VERY EXCITED ABOUT THE OPPORTUNITY, UH, UH, TO BRING THIS, UH, PROJECT.
UH, AND UH, I AM HAPPY TO ANSWER ANY QUESTIONS OR ANYONE ELSE FROM THE TEAM IS HAPPY TO ANSWER.

SO JUST SO THE PUBLIC UNDERSTAND THAT THE INVESTMENT THAT THE CITY'S DOING IS GIVING UP OUR PART OF THAT HOTEL ONLY AS PART OF THE NEGOTIATION THAT WE'RE DOING WITH YOU GUYS.
THAT IS, SO BASICALLY FOR THE RESIDENTS THAT ARE LISTENING, WE'RE NOT GRABBING MONEY FROM OUR GENERAL FUNDS TO FUND THIS HOTEL.
AND LIKE STEVE SAID, WE CAN'T, IF WE MAKE CONTACTS, WE CAN'T JUST GO PUT IN GENERAL FUNDS.
I WANNA BE, I WANNA BE CLARIFY THAT FOR THE CITIZENS.
SO I THINK, UM, IT'S A GOOD PROJECT AND THANK YOU FOR YOUR PRESENTATION.
I THINK, UH, IT'S GONNA BE, IT'S GONNA CALL OUT A LOT OF NEW ARTISTS COMING OUT HERE.

SO THERE'S NOTHING COMING IN AND YOU'RE GONNA FOOT THE BILL FOR EVERYTHING AND THEN KEEP THE MONEY THAT THAT'S CORRECT.
SO ALL OF THAT, YOU KNOW, EVERYONE WHO COMES HERE FOR A CONCERT AND THEN EATS IN A RESTAURANT, UH, THE, THE, YOU KNOW, HOTEL VALUE THAT GOES ON THE RE ANY RETAIL VALUE, NONE OF THOSE PROPERTY TAXES ARE BEING REQUESTED.
AND I WILL SAY AROUND THE STATE, IT IS VERY COMMON, UH, FOR THERE TO BE PROPERTY TAXES AND SALES TAXES OR EVEN UPFRONT INVESTMENTS IN PROJECTS LIKE THIS.
NONE OF THAT IS BEING REQUESTED HERE.
SO THIS IS REALLY ONLY A QUESTION OVER UNREALIZED FUTURE HOTEL OCCUPANCY TAXES, FUTURE HOPE FROM THIS FACILITY.
SO, UH, WHEN I ASK YOU ABOUT LIABILITY, JUST FOR SURE, UH, THE RECORD HERE, UM, WELL BEFORE I GET INTO THAT, BUT IT SAYS FOR THE FIRST 10 YEARS THE CITY WOULD, UH, HAVE TITLE TO THE PROPERTY, BUT THE, THE, THAT WOULD BE LEASED BACK TO THE COUNTY AND THE COUNTY WOULD, WOULD BE, UH, THE, UH, THE OPERATOR AND ASSUME ALL RESPONSIBILITY.

AND SO THAT'S GONNA GENERATE SALES TAXES FROM THAT YOU'RE CAPTURING THAT YOU CANNOT CAPTURE TODAY.
UM, AND, AND SO IN A LOT OF WAYS, VERY SIMILAR TO YOUR ROSENBERG TOWN CENTER, UH, I WAS INVOLVED IN THAT FROM, FROM THE OUTSET.

JUST AS A QUICK REFRESHER AT THE END, UH, AFTER HURRICANE HARVEY, THE FEDERAL GOVERNMENT PUSHED FEDERAL FUNDS DOWN THROUGH THE GLO THROUGH THE CDBG PROCESS TO DO FLOOD CONTROL PROJECTS, UH, OUTSIDE OF HARVEY, RIGHT? SO THAT WAS A MITIGATION PROGRAM.
Y'ALL WENT THROUGH A COMPETITIVE PROCESS AND GOT A ROUGHLY 47 AND A HALF MILLION DOLLARS GRANT TO DO A BUNCH OF FLOOD CONTROL PROJECTS THAT Y'ALL HAVE HAD ON THE BOOKS, UH, IN ONE FORM OR ANOTHER, BUT NEVER HAD THE FUNDS TO DO SO.
FROM THAT, UH, WE IDENT WE HELPED WORKED WITH Y'ALL TO IDENTIFY WHICH PROJECTS TO DO.
THERE'S SEVEN DIFFERENT ACTIVITIES AND THAT'S WHAT'S SHOWN UP HERE ON THE MAP.
AND WE'RE GONNA TALK ABOUT EACH INDIVIDUAL ACTIVITY, SO DON'T TRY TO CATCH UP TOO QUICK WITH THAT MAP RIGHT THERE.
JUST A QUICK TIMELINE, UH, AGAIN, IT GOT, THE GRANT GOT AWARDED AT THE END OF 2020.
AND THEN YOU GO THROUGH, YOU WENT THROUGH A CONTRACTING PERIOD WITH THE GEO LOAD THROUGH 2021.
WE STARTED DESIGN, WE DID 30%.
AND AT THE END OF 2022, WE SUBMITTED OUR ENVIRONMENTAL PERMIT TO THE CORPS OF ENGINEERS AND SOME OF THOSE PREVIOUS UPDATES, YOU'VE HEARD ME COMPLAIN A LITTLE BIT ABOUT THE CORPS OF ENGINEERS.
WE ALWAYS KNEW THEY WERE GONNA BE A LONG AND DIFFICULT PROCESS.
THEY ALWAYS ARE, ESPECIALLY IF YOU'RE DOING CHANNEL IMPROVEMENTS INSIDE A CHANNEL.
I THINK THEY GOT BROUGHT UP WHEN Y'ALL WERE APPROVING THE THEATER DITCH SOUTH, UH, CONTRACT.
BUT THERE AT THE, IN APRIL 18TH, 2025, WE FINALLY GOT ALL OUR PERMITS AND ALL OUR DOCUMENTATION SQUARE WITH THE CORE.
THE ISSUE WAS CALLED AN APPROVED JURISDICTIONAL DETERMINATION.
AND THAT DOCUMENT SAYS, TOOK THE DESIGN OF THE PROJECTS, WENT THROUGH ALL THEIR CRITERIA AND THEIR, AND WHAT THE CORE DESIRED, DID ALL THAT WITH OUR ENVIRONMENTAL CONSULTANT AND THEY ISSUED THAT DOCUMENT APPROVING THE DESIGNS THAT ARE FOR ALL THE ACTIVITIES.
UH, ALSO IN 2024 YOU GOT WHAT'S CALLED A UGF, WHICH IS WHERE THE GLO DID THEIR PROCESS AND THEIR REVIEW AND THEY SAID, YES, ALL THESE DESIGNS MEET OUR CRITERIA AND WE WILL FUND YOU ALL THE CONSTRUCTION DOLLARS.
SO, AND THEN FROM THAT YOU WENT THROUGH LAND ACQUISITION, WHICH I KNOW OVER THE LAST YEAR Y'ALL HAVE HAD DIFFERENT MEETINGS TO APPROVE PURCHASES OF PROPERTY AND WHATNOT.
SO THAT'S THE TIMELINE OF WHERE WE'RE AT TODAY AND WE'RE JUST ABOUT TO START KICKING OFF CONSTRUCTION ON A LOT OF THESE ACTIVITIES.
SO LET'S JUST DIVE INTO THE DIFFERENT ACTIVITIES.
THE FIRST ONE IS THE DRY CREEK CHANNEL IMPROVEMENTS.
AND THIS PROJECT ACTUALLY STEMMED FROM OLDER MASTER DRAINAGE PLANS THAT Y'ALL HAD DONE OVER THE YEARS.
Y'ALL HAD A 20 11 1 THAT A DIFFERENT ENGINEERING FIRM DID FOR Y'ALL THAT IDENTIFIED A LOT OF THESE IMPROVEMENTS.
AND AS PART OF THIS, WE WERE GETTING THE FUNDING TO HELP IMPLEMENT A LOT OF THOSE IMPROVEMENTS.
WE'VE HAD TO MAKE SOME ADJUSTMENTS 'CAUSE OF THE RIGHT OF WAY.
AND, YOU KNOW, ANY GOOD PLAN ONCE IT HITS THE GROUND TO BE BUILT HAS TO BE ADJUSTED.
SO WHAT YOU'RE SEEING IN GREEN IS THESE IMPROVEMENTS GO FROM 2218 ALL THE WAY UP TO THE STATE HIGHWAY 36.

AND THE INTENT OF IT IS TO WIDEN AND DEEPEN THE CHANNEL TO COLLECT THE FLOWS, TO CONVEY THEM IN A MUCH SAFER MANNER.REDUCE THE RISK OF FLOODING FOR YOUR, YOUR RESIDENTS.
UH, THIS PROJECT FULLY IN PLACE IS PROBABLY GONNA REDUCE A HUNDRED YEAR FLOODING BY FOOT TO FOOT AND A HALF.
THAT'S WHAT, WHAT THE HYDRAULIC MODELS ARE SHOWING.
UM, SO THE CHANNEL IMPROVEMENTS ARE MEANT TO COLLECT THAT WATER, LOWER THE A HUNDRED YEAR FLOOD PLAIN AND GET THAT WATER SAFELY DOWN TO DRY CREEK EVENTUALLY SMITHERS LAKE AND THE BROADEST RIVER.
THERE'S ALSO TWO DETENTION PONDS THAT ARE, THAT ARE PART OF IT AND WE'LL TALK ABOUT THOSE IN A SECOND.
THIS PROJECT, IF YOU REMEMBER FROM THE LAST PRESENTATION, WE HIT SOME FUNDING.
THE CONSTRUCTION COSTS INCREASED SINCE THE GRANT WAS AWARDED TO NOW.
SO WE HAD TO DO SOME VALUE ENGINEERING AND, AND TAKE OUT SOME PIECES.
SO DOWN FROM LUIS TO 2218, THE ENTIRE IMPROVEMENTS ARE BEING BUILT UPSTREAM OF LOUISE.
WE'RE JUST DOING SOME MINOR CHANNEL REGRADING CLEANING UP THE BANKS, DOING WHAT WE CAN.
BUT TO BE HONEST, THE RIGHT OF WAY IS SO LIMITED UNTIL WE CAN GO TO THE FINAL CONSTRUCTION, WHICH IS GONNA BE SLOW PAVING AND CONCRETE FOR A LOT OF IT, PARTICULARLY THROUGH THE CAMBRIDGE VILLAGE SECTION.
UM, THOSE WILL BE IN A FUTURE FUNDING THAT'S NOT PART OF THIS PROJECT.
SO IF YOU CAN REMEMBER BACK TO FEBRUARY, I KNOW IT WAS A LONG TIME, BUT, UH,
THESE ARE THE TWO DETENTION PONDS THAT ARE, UM, PROPOSED AS PART OF DRY CREEK.
THE FIRST ONE TO THE LEFT IS JUST SOUTH OF GEORGE JUNIOR HIGH ON THE SOUTH SIDE OF AIRPORT AVENUE.
IT IS GOING TO BE A WET BOTTOM POND AND A DRY BOTTOM POND.
WHAT DOES THAT MEAN? WET BOTTOM POND MEANS THAT WE HAVE DESIGNED IT TO ALWAYS HAVE A WET BOTTOM AND A PORTION OF IT.

THIS ITEM HAD BEEN, HAS BEEN PLACED ON THE AGENDA TO ALLOW CITY COUNCIL THE OPPORTUNITY TO REVIEW AND DISCUSS THE CITY'S CURRENT PERMITTING FEES, FINES, AND PENALTIES.
CURRENTLY, THE PENALTIES FOR PERFORMING WORK WITHOUT A PERMIT THAT REQUIRE A PERMIT IS ASSESSED AT THE GREATER OF $100 OR TWO TIMES THE PERMIT FEE.
THE ORIGINAL PERMIT FEE, UH, FOR BUILDING PERMITS AND FIVE TIMES THE PERMIT FEE FOR FIRE MARSHAL RELATED PERMITS.
STAFF RECOMMENDS REVISING THE APPROACH TO PROVIDE GREATER CLARITY AND EFFECTIVENESS.
SPECIFICALLY, THE EXISTING PENALTY WOULD BE RECLASSIFIED AS AN INVESTIGATION FEE, WHICH WOULD REFLECT THE STAFF TIME AND RESOURCES NEEDED TO INVESTIGATE AND CONFIRM REPORTS OF UNPERMITTED CONSTRUCTION ACTIVITY.
STAFF PROPOSES ESTABLISHING A FLAT INVESTIGATION FEE OF $275 FOR PERFORMING ANY TYPE OF WORK WITHOUT A PERMIT.
THIS AMOUNT WOULD BE ASSESSED IN ADDITION TO THE APPLICABLE PERMIT FEES.
UH, THE REVISION IS INTENDED TO IMPROVE COMPLIANCE DETER UN PERMITTED CONSTRUCTION, AND ENSURE THAT BOTH CONTRACTORS AND PROPERTY OWNERS ARE HELD ACCOUNTABLE FOR MEETING THE CITY'S PERMITTING REQUIREMENTS ATTACHED AS A RED LINE COPY OF THE SCHEDULE OF FEES FOR REVIEW.

COULD, COULD A DOG LIKE THAT HAVE BEEN PUT DOWN UNDER EVEN UNDER NO KILL STANDARDS? Y YES.
DEPENDING ON HOW STRAPPED FOR CASH A A A A SHELTER MONITOR.

ALL THE STAFF THERE TOOK THEIR TIME TO BATHE.
EVERY SINGLE ONE OF THE DOGS THAT WENT WAS IN ATTENDANCE FOR THIS ADOPTION EVENT.

AND LUCKILY WITH OUR FR UH, FRIENDS THAT WE HAVE AT THE HOUSTON HUMANE SOCIETY, WE WERE QUICKLY ABLE TO GET THEM OUT OF THE RES, OUT OF THE SHELTER AND INTO THEIR, THEIR RESCUE.
AND, UM, HAVE ESSENTIALLY BEEN PUT INTO FOSTER HOMES WITH THEM AND WILL BE SCHEDULED FOR TRANSPORT AT A LATER DATE.
AS FAR AS THE NUMBERS GO, INTAKES FOR THE MONTH OF AUGUST, WE HAD A TOTAL OF 129 INTAKES THAT IT'S 58 DOGS, 70 CATS, ONE OTHER.
THERE IT IS ALL SEPARATED BASED ON THE KINDS OF, UM, SURRENDERS THAT WE GET OR HOW THEY COME INTO THE SHELTER.
THE OUTCOMES WE HAD UNDER 112 OUTCOMES WITH 60 DOGS GOING OUT, 51 CATS AND ONE OTHER AS WELL.
UH, IT, AUGUST WAS PRETTY GOOD FOR US.
WE ONLY HAD THREE, UM, CAT KITTENS EUTHANIZED AGAIN WITH, UH, DUE TO THE PAN LUKE OUTBREAK.
UH, THIS IS TOWARDS THE FINAL END OF IT.
SO IT'S VERY RARE THAT WE SEE THIS.
SO FOR US TO ONLY SEE THREE IN AUGUST, IT, IT'S SHOWN, UM, THAT OUR STAFF HAS BEEN ABLE TO MAINTAIN THAT, UH, THE HEALTH AND SAFETY OF THE PETS IN OUR SHELTER DUE TO EXTENSIVE CLEANING.
WE'VE HAD EXTENSIVE QUARANTINE PROTOCOLS AS WELL THAT EVEN OUR VOLUNTEERS ARE ADHERING TO, WHICH KEEPS OUR NUMBERS, UM, WHERE WE WANT THEM TO BE.
WERE ANY EUTHANIZED DUE TO LACK OF SPACE? 'CAUSE I KNOW THEY'RE ONLY CROWDED OVER THERE.
IN TOTAL, OUR LIVE RELEASE RATE FOR THE MONTH OF AUGUST WAS 97%.
A HUNDRED PERCENT DOG LIVE RELEASE, 94 CAT, UH, LIVE RELEASE.
AND A HUNDRED PERCENT FOR THE OTHERS, OUR OFFICERS DISPATCH WERE DISPATCHED A TOTAL OF 90 TO NINE DIFFERENT CALLS.
TWO BIKE CASES WERE INVESTIGATED, TWO OF THOSE WERE IN THE PUBLIC DOSE AND NONE, NONE INVOLVING STAFF OR VOLUNTEERS.

THE SHELTER EVENT THAT WE HOLD ONCE A MONTH WHERE WE HAD TWO ADOPTIONS, ONE CAT AND ONE DOG.
THE MEGA HOUSTON ADOPTION EVENT, WHICH AGAIN WAS 27 PETS, 13 CATS AND 14 DOGS.
WE DID HAVE A, A MEMORIAL EVENT.
THIS WAS MORE OF A PRIVATE EVENT THAT WE, WE WERE INVITED TO FOR A FORMER VOLUNTEER OR, UM, DONOR.
UH, NO ADOPTIONS, BUT THEY ACTUALLY DID COME BACK LATER AND WE WERE ABLE TO GET ONE DOG OUT AT A LATER DATE THAT, THAT DID GO TO THAT EVENT.
AND THEN WE HAD A SUMMER MARKET THAT WAS HOSTED BY SOME LOCAL ORGANIZATIONS AND BUSINESSES HERE IN ROSENBERG.
