INCLUDED FOR REFERENCE ARE THE REQUEST FOR SPEED HUMP STUDY EVIDENCE OF SUPPORT APPLICATION, THE SPEED DATA ANALYSIS, AND A MAP THAT INDICATES THE LOCATION OF THE PROPOSED SPEED HUMPS IN ACCORDANCE WITH POLICIES AND PROCEDURES FOR TRAFFIC, CALMING SPEED, HUMP INSULATION AND REMOVAL AS APPROVED BY RESOLUTION NUMBER 30, UH, OH EIGHT AT LEAST 75% OF THE PROPERTY OWNERS OR RESIDENTS MUST SUPPORT THE INSTALLATION OF SPEED HUMPS IN ORDER TO PROCEED. MORE SPECIFICALLY, THERE'S 20 RESIDENTIAL HOMES LOCATED ALONG MILLE STREET, BETWEEN AVENUE J AND AVENUE L AFFECTED BY THE SPEED HUMPS 16 OF THE HOMES STATED THEY WERE IN, THEY WERE IN SUPPORT OF THE SPEED HUMP INSTALLATION AND FOUR HOMES DID NOT PROVIDE A RESPONSE. THIS EQUATES TO APPROXIMATELY 80% OF THE PROPERTY OWNERS BEING IN SUPPORT STAFF HAS DETERMINED THAT IN THIS CASE, THE APPLICATION OF SUPPORT DOES MEET THE MINIMUM REQUIREMENTS. ADDITIONALLY, THE POLICY SPECIFIES THAT 85TH, THAT THE 85TH PERCENTILE SPEED MUST EXCEED THE POSTED SPEED LIMIT BY FIVE MILES PER HOUR OVER A 24 HOUR PERIOD. THE SPEED DATA SHOWS THE 85TH PERCENTILE SPEED WAS 28 MILES PER HOUR ON MILLER STREET BETWEEN AVENUE J AND AVENUE L. MEANING THE STREET DOES NOT QUALIFY BASED ON SPEED. HOWEVER, THE POLICY GRANTS CITY COUNCIL THE DEC THE DISCRETION TO APPROVE THE SPEED HUMP FOR OTHER VALID REASONS.
