SO AT THIS TIME, I'LL INVITE, UH, POLICE CHIEF OFFICER WHITE TO PLEASE IN INTRODUCE THIS ITEM.

GOOD EVENING, MAYOR AND COUNSEL.

THIS ITEM WAS REQUESTED BY MAYOR BENTON TO GIVE CITY COUNCIL THE OPPORTUNITY TO DISCUSS PROHIBITING TRUCKS FROM OPERATING ON CITY STREETS IN THE GREENWOOD SUBDIVISION, A TRUCK IS DEFINED BY CHAPTER 28, ARTICLE FOUR, SECTION 28, 1 59 OF THE CODE OF ORDINANCES MEANS A MOTOR VEHICLE, WHICH HAS THREE OR MORE AXLES, IS DESIGNATED AND MAINTAINED PRIMARILY FOR THE TRANSPORTATION OF MATERIAL OR PROPERTY, AND IS USED FOR LOADING OR UNLOADING THAT MATERIAL.

A MAP OF THE PROPOSED AREA IS ATTACHED FOR REVIEW.

SHOULD COUNSEL GIVE DIRECTION TO PROHIBIT TRUCKS IN THE GREENWOOD SUBDIVISION, AN ORDINANCE REVISION WILL BE PRESENTED AT A FUTURE COUNCIL MEETING FOR REVIEW AND CONSIDERATION.

SO ON THE MAP YOU'LL SEE THE AREAS, THE STREETS THAT ARE BEING PROPOSED, UM, PROHIBITING TRUCKS TO TRAVEL DOWN THE, UH, RESIDENTIAL STREETS.

SO HOW WOULD YOU DELIVER? I MEAN, I DON'T KNOW WHO WAS THIS BROUGHT, WHO BROUGHT THIS, UH, MAYOR BENTON.

HOW WOULD WE DEL HOW WOULD CUSTOMERS DELIVER FURNITURE? UM, YEAH, IT WOULDN'T, IT WOULDN'T AFFECT THOSE.

DRIVEWAYS ARE TIGHT, AND THEY'RE BRINGING TRACTOR TRAILER TRUCKS HOME.

AND, AND SO THIS IS DESIGNED TO PREVENT PEOPLE FROM PARKING THOSE TRUCKS JUST ON A PERMANENT BASIS, LIKE OVERNIGHT PARKING.

CERTAINLY.

UM, AND, AND THEY DON'T, I DON'T THINK THEY'RE BRINGING HOME THE, UH, THE TRAILER.

THEY BREAKS THE, THE ACTUAL, THE THE CAB.

THE CAB, YEAH.

SO THEY'RE BRINGING THOSE, THEY'RE BRINGING THOSE UP.

BUT IF IT'S A, A DUMP TRUCK, MAYBE DELIVERING MATERIAL, UH, SAND 'CAUSE THEY'RE LEVELING THEIR PATIO IN THE BACK OR SOMETHING, THAT'S WHERE I'M, OR CONCRETE.

IN THAT SITUATION, THEY WOULD BE, THEY WOULD BE EXEMPT.

THIS WOULD BE PRIMARILY TRAVELING DOWN THE STREET.

SO WHEN IT SAYS ON DESIGNATED STREETS, UH, IS THAT, DOES THAT ADDRESS, UH, MAYOR BENTON'S CONCERN ABOUT PEOPLE PARKING ON THEIR OWN GRASS? YOU SAID THEY ALREADY HAVE A ORDINANCE FOR THAT, SO THERE'S ALREADY ORDINANCE FOR THAT? NO.

SO IT WOULDN'T PROHIBIT THEM FROM PARKING, BUT IT'D PROHIBIT THEM FROM DRIVING TO THEIR YARD TO, TO GET TO THEIR PRIVATE DRIVE ONCE THE CAR IS ALREADY PARKED ON THEIR PRIVATE DRIVE.

IS THERE AN ORDINANCE THAT PROHIBITS THAT? NOT IT WOULD BE ON THE PUBLIC STREET, BUT NOT ON THE PRIVATE PROPERTY.

I CONDUCTED A SPEED STUDY AT THE INTERSECTION AND CONFIRMED THAT THE CURRENT POSTED SPEED LIMIT OF 50 MILES PER HOUR ON THE FURNISH ROAD REMAINS, REMAINS APPROPRIATE.

FOLLOWING THIS RESULTS, STAFF RECOMMENDED THAT T STOCK CONDUCTED A TRAFFIC STUDY.

HOWEVER, DUE TO A BACKLOG OF IN-HOUSE REQUESTS, TDO RECOMMENDED THAT THE CITY CONDUCT ITS OWN STUDY FOR TEXTILES.

REVIEW AND CONCURRENCE.

FOLLOWING THIS RECOMMENDATION, THE CITY REQUESTED A PROPOSAL FROM KIMBERLY HORN ASSOCIATES TO CONDUCT THIS STUDY.

KIMBERLY HORN SUBMITTED A PROPOSAL IN AMOUNT OF 16,500, WHICH INCLUDES 9,500 FOR THE STUDY, PLUS 7,000 FOR THE DESIGN SERVICES.

IF THE IMPROVEMENTS CAN BE MADE WITHOUT INCREASING THE PAVEMENT, THE EXTENT OF THE ROADWAY DESIGN IMPROVEMENTS WOULD DEPEND ON THE RESULTS OF THE STUDY.

SO OUR FOSTERS CAME IN VERY HANDY THIS, UM, BACK IN JANUARY AND EVEN TO THIS DAY, SOME OF THOSE DOGS HAVEN'T COME BACK FROM FOSTERS OR THEY GOT ADOPTED THROUGH THOSE FOSTERS AS WELL.
