WHEREAS PUBLIC WORKS PROFESSIONALS FOCUS ON INFRASTRUCTURE, FACILITIES, SERVICES THAT ARE VITAL, A VITAL IMPORTANCE TO THE SUSTAINABLE AND RESILIENT COMMUNITIES AND TO THE PUBLIC HEALTH, HIGH QUALITY OF LIFE AND WELLBEING OF THE PEOPLE OF ROSENBERG.

AND, AND WHEREAS THE INFRASTRUCTURE, FACILITIES, AND SERVICES COULD NOT BE PROVIDED WITHOUT THE DEDICATED EFFORTS OF PUBLIC WORKS PROFESSIONALS WHO ARE ENGINEERS, MANAGERS, AND EMPLOYEES, ALL AT ALL LEVELS OF GOVERNMENT IN THE PRIVATE SECTOR WHO ARE RESPONSIBLE FOR REBUILDING, IMPROVING, PROTECTING OUR NATION, TRANSPORTATIONS WATER SUPPLY, WATER TREATMENT, AND WATERWAY SYSTEMS, PUBLIC BUILDINGS AND OTHER STRUCTURES AND FACILITIES ESSENTIAL FOR OUR RESIDENTS.

AND WHEREAS IT IS IN THE PUBLIC INTEREST FOR THE CITIZENS, CIVIC LEADERS AND CHILDREN IN ROSENBERG TO GAIN KNOWLEDGE OF AND MAINTAIN AN ONGOING INTEREST AND UNDERSTANDING OF THE IMPORTANCE OF PUBLIC WORKS AND PUBLIC WORKS PROGRAMS IN THEIR RESPECTIVE COMMUNITIES.

AND, AND WHERE IS THE YEAR? 2026 MARKS THE 66TH ANNUAL NATIONAL PUBLIC WORKS WEEK SPONSORED BY THE AMERICAN PUBLIC WORKS ASSOCIATION, THE CANADIAN PUBLIC WORKS ASSOCIATION AS WELL.

UM, SO ON BEHALF OF OUR COUNCIL AND THE CITY, UM, WE DESIGNATE THE WEEK OF MAY 15TH THROUGH THE 21ST AS NATIONAL PUBLIC WORKS WEEK HERE IN ROSENBERG.

THE A HUNDRED YEAR FLOODPLAIN THE HIGHEST RISK OF FLOODING OUTSIDE OF THE DRAINAGE ACTUAL DRAINAGE CHANNEL.

I HAVE PICTURES WITH ME TODAY OF THE RACE SPUR 10 RIGHT OF WAY TO SHOW HOW IT IS RAISED UPWARDS AT 10 TO 15 FEET WHEN TDOT BUILT THE ROAD BECAUSE THE HIGH RISK OF FLOODING ALONG THE STRETCH.

I'M ALSO CONCERNED ABOUT THE DRAINAGE EASEMENT BETWEEN THE LANDOWNER AND FORT BEND COUNTY DRAINAGE DISTRICT TO EXPAND DRAINAGE RIGHT AWAY FROM 80 FEET TO 240 FEET WHILE STILL ALLOWING PARKING WITHIN 4.09 ACRES OF THE DRAINAGE EASEMENT.

SHOULD AN IMP PREVIOUS SURFACE, LIKE A PARKING LOT BE ALLOWED WITHIN A DRAINAGE EASEMENT THAT WILL BE USED TO STORM WATER RETENTION? I'M JUST ASSUMING THAT I'M ALSO CONCERNED WITH SAFETY OF TRAVELERS ON SPUR 10.

I CAN TELL YOU IT IS ALREADY DIFFICULT TO ENTER AND CROSS SPUR 10 WITH THE INCREASING TRAFFIC, ADDING TRUCK TRAFFIC TO THIS MAGNITUDE AT ONE INTERSECTION LESS THAN A MILE FROM THE NEW L-C-I-D-C-T-A CENTER AND HIGH SCHOOL, I THINK IS ASKING FOR HIGH RISK, ESPECIALLY WITH TEENAGERS AND SCHOOLS AND BUSES.

LASTLY, I WANT TO TOUCH ON HOW THIS PROPOSED PROPERTY USE DOES NOT FOLLOW THE RECOMMENDATIONS WITHIN THE CITY OF ROSENBERG'S 30 35 COMPREHENSIVE PLAN, WHICH I DID INCLUDE.

THIS PROPERTY FALLS WITH WHAT'S CALLED A CONSERVATION QUARTER, WHICH ENCOMPASSES FLOODPLAINS DUE TO CONCENTRATED DEVELOPMENT CAUSING HARM FROM FLOODING TO NOT ONLY SET TRACK BUT NEIGHBORING TRACKS.

ACCORDING TO THE PLAN, THE LAND SHOULD BE EXTREMELY LOW DENSITY, SUCH AS A STATE RESIDENTIAL ACTIVE DECLARATION SPACE OR STORM WATER DETENTION.

ADDITIONALLY, DEVELOPMENT PARAMETERS SHOULD MINIMIZE IMPERVIOUS SURFACES AND FLOODPLAINS, WHICH IS EXACTLY WHAT THE LANDOWNER HAS PROPOSED ON THEIR WEBSITE.

I UNDERSTAND THIS TRACK OF LAND SITS AT A MAJOR INTERSECTION, BUT COUNCIL SHOULD CONSIDER ALL FACTORS SUCH AS THE PROPERTY ALMOST WHOLLY WITHIN THE HIGHEST FLOOD RISK SCHOOL TRAFFIC SAFETY AND A 500 PARKED TRUCKING STOP VOIDING PARAMETERS SET FORTH IN THE 2035 COMP COMPREHENSION PLAN TO ENSURE SOUND DEVELOPMENT IN A FLOODWAY.

AND WHEN I HEARD OF THIS MASSIVE TRUCK STOP BEING MARKETED ONLINE BY LANDOWNERS, I IMMEDIATELY WAS CONCERNED ABOUT FLOODING IMPACT, ESPECIALLY AFTER I LEARNED THE AGREEMENT WITH THE FORT BEND COUNTY DRAINAGE DISTRICT TO EXPAND THE DRAINAGE RIGHT OF WAY OF KON CREEK FROM 80 FEET TO 240 FEET AND TO ALLOW PARKING WITHIN 4.09 ACRES OF THE DRAINAGE EASEMENT AT THIS PROJECT MOVES FORWARD.

SO, YOU KNOW, IT'S BEEN A WHILE.

UH, SO I AM A, I AM A RETIRED COACH AND I HAVE DRIVEN A SCHOOL BUS FOR THE ENTIRETY OF MY CAREER.

SO I'VE PUT IN A LOT OF TIMES BEHIND THE WHEELS OF A SCHOOL BUS.

UM, AND I HAVE EXPERIENCED THE DANGERS.

I'VE TAKEN MANY TRIPS ALONG I 10 DRIVING A SCHOOL BUS AND THE BIG 18 WHEELERS ARE ROLLING THERE WITH YOU.

YOU KNOW, YOU GET THE FEELING KIND OF SMALL IN THAT SCHOOL BUS.

UH, AND THEN YOU HAVE EVERYBODY'S YOUNG CHILDREN ON THE BUS, TEENAGERS, LITTLE BABIES, SOMEBODY WANTS TO SEE THESE CHILDREN COME HOME TO 'EM.

UH, AND YOU KNOW, I KNOW THERE'S DANGERS EVERYWHERE, BUT, YOU KNOW, TRYING TO AVOID WHAT YOU CAN.

THUS, I HAVE EXPERIENCED THE DANGERS OF EXP EXPERIENCE.

I'VE SAID THAT OPERATING BUS ON A BIG SCHOOL WORD AROUND HEAVY TRUCK TRAFFIC.

I'M ESPECIALLY WORRIED ABOUT THE IMPACT THE PROPOSED TRUCK STOP WILL HAVE ON THE SAFETY OF CHILDREN THAT WILL BE TRAVELING TO THE NEW BF TERRY HIGH SCHOOL AND THE C-E-T-C-T-E COMPLEX CENTER THAT IS ALSO BEING BUILT LESS THAN A MILE SOUTH OF THIS PROPOSED TRUCK STOP ON SPUR 10 AND HAS ALREADY BECOME INCREASINGLY DANGEROUS.

WE'VE SAID THIS WITH THE INCREASED TRAFFIC AND A PROJECT OF THIS SCALE AND ENDANGERED THE SAFETY OF OUR PRECIOUS CHILDREN.

IT IS JUST A REALITY THAT AS YOU INCREASE THE NUMBER OF SLOW MOVING SEMI TRUCKS IN THE AREA, THE RISK OF ACCIDENTS WITH THE BUSES WILL, YOU KNOW, PROBABLY INCREASE.

YOU KNOW, WHAT, WHAT CAN YOU EXPECT? UH, YOU SHOULD ALSO CONSIDER THE NUMBER OF YOUNG PEOPLE WHO WILL BE DRIVING AT THIS TIME.

WE'RE TALKING ABOUT TEENAGERS, YOU KNOW, INSURANCE COMPANIES.

I KNOW THEY LIKE TO MAKE MONEY, BUT YOU KNOW, THEY CHARGE MORE FOR YOUNG PEOPLE DRIVING, WHETHER THAT BE THEIR DRIVING HABITS OR THEIR INEXPERIENCE OR WHATEVER.
