SO THERE ARE THREE THAT THE CITY, UH, COUNCIL IS ABLE TO CHANGE AND OR REVISE, UM, EACH, EACH YEAR.
THE CITIES ARE REQUIRED TO LET THE, UH, TAX OFFICE OR THE CAD KNOW BY JUNE 30TH IF WE'RE GONNA CHANGE, UH, ANY OF THE EXEMPTIONS.
AND, UM, THE ONES THAT WE CAN CHANGE ARE THE ONES THERE AT THE NOTED AT THE BOTTOM.
THE RESIDENTIAL HOMESTEAD FOR TAX YEAR 2025, WHICH IS OUR FISCAL YEAR 26, WE HAVE ALMOST 8,000, UH, ACCOUNTS.
THE OVER 65, WE HAVE 2,400 ACCOUNTS AND DISABLED PERSONS EXEMPTIONS, UM, 191.
AND THEN WE HAVE THE VALUES OUT THERE TO THE RIGHT HAND SIDE.
SO THE TAX CODE SECTION 11.13 ALLOWS ANY TAXING UNIT TO OFFER A RESIDENTIAL HOMESTEAD EXEMPTION UP TO THE MAXIMUM OF 20%.
THE LOW, THE LOCAL OPTION HOMESTEAD EXEMPTION CANNOT BE LESS THAN 5,000 TO QUALIFY.
UM, MUST HAVE OWNERSHIP INTEREST IN THE PROPERTY AND USE THE PROPERTY AS A OWNER'S PRINCIPAL RESIDENCE.
THE APPLICANT CANNOT CLAIM AN EXEMPTION ON ANOTHER HOMESTEAD.
HOMESTEAD EXEMPTION PROVIDE TAX RELIEF TO HOMEOWNERS BY REMOVING A PORTION OF THE HOME'S VALUE FROM TAXATION.
SO THE, UH, THE LAST BULLET POINT IS WHERE THE, UM, UH, EXEMPTION IS IN THE CODE OF ORDINANCES, CHAPTER 26.
SO THE CITY OF ROSEMARY HOMESTEAD EXEMPTION TAX RELIEF.
SO WE JUST PUT A LITTLE SNIPPET HERE.
UM, THE AVERAGE ASSESSED VALUE FOR A, UH, PROPERTY IN ROSENBERG FOR HOMESTEAD IS 270,000.
THE AVERAGE HO UH, EXEMPTION IS 54,000.
AGAIN, WE HAVE AROUND 8,000 ACCOUNTS, WHICH TOTALS EXEMPT VALUE OF 406 MILLION.
SO TOTAL PROPERTY TAX SAVINGS TO THOSE HOMESTEAD OWNERS IS, UH, 1.2 MILLION IN TOTAL FOR THE CITY.
THE SECOND AND THIRD OPTIONS ARE FOR THE DISABLED OR OVER 65.
AND THOSE APPLICANTS, THEY MUST MEET FEDERAL DISABILITY INSURANCE BENEFITS, OR THEY HAVE ATTAINED THE AGE OF 65 ON OR BEFORE JANUARY ONE OF THAT TAX YEAR.
BOTH OF THOSE, UH, EXEMPTION AMOUNTS ARE $85,000 EACH.
AND IF YOU HAPPEN TO BE OVER 65 AND ALSO DISABLED PERSONS, YOU GET ONE OR THE OTHER, YOU DON'T GET BOTH EXEMPTIONS.
WE'RE JUST HERE, PROVIDED HERE JUST A SUMMARY OF WHAT OTHER ENTITIES IN FOR BEND COUNTY, UH, THEIR TAX RATES, THE HOMESTEAD EXEMPTION, THE MARKET VALUES FOR THOSE PROPERTY, THE, THOSE CITIES, AND THEN THE OVER 65 AND THE DISABLED PERSONS ROSENBERG IS ON THE LOWER END OF THE TAX RATE.
AND THEN ON THE HIGH END OF THE OVER 65 AND DISABLED PERSONS EXEMPTION.
JUST A BRIEF HISTORY OF WHERE WE'RE AT ON THE HOMESTEAD EXEMPTION, IT'S INCREASED EVERY YEAR, UH, BASED ON THE INCREASE OF THE HOMESTEAD VALUES AND THE OVER 65.
WE, WE'VE ALSO BEEN INCREMENTALLY INCREASING THEM, UH, THE LAST SEVERAL YEARS.

SOMETHING NEW FOR TAX YEAR 2026.THE, DURING THE LATE, THE 88TH TEXAS LEGISLATURE, UM, THEY PASSED HOUSE BILL NINE, WHICH TOOK EFFECT JANUARY 1ST, 2026.
AND WHAT THIS ESSENTIALLY DID, IT RAISED THE EXEMPTION THRESHOLD FOR BUSINESS PERSONAL PROPERTY FROM 2,500 TO 125,000.
AND WHEN YOU LOOK AT THAT IN TERMS OF THE CITY OF ROSENBERG ACCOUNTS, WE HAVE ALMOST 3000 BUSINESS PERSONAL PROPERTY ACCOUNTS.
SO THE ESTIMATED LOSS THAT WILL BE REMOVED FROM THE CITY'S TAXABLE BASE IS 115.1 MILLION.
AND THE IMPACT TO OUR PROPERTY TAX REVENUES, WE WILL LOSE 345,000.
SO THAT'S SOMETHING TO KEEP IN MIND WHEN WE'RE, UM, ANY NEW VALUES THAT WE MAY GET, UH, WILL PROBABLY BE OFFSET BY THIS NEW HOUSE BILL.
UH, WELL, WE HOPE THAT YES, WE ALWAYS APPRECIATE TAX MONEY.
ON THE HOUSE BILL NINE, IT SAID THEY WENT UP TO $125,000.
IS THAT MANDATORY? WE GIVE OR WE JUST YES, IT'S AN AUTOMATED, MEAN WE DON'T HAVE A CHOICE.
SO THE TAX IMPACT FOR US IS 315, 300 50,000 THAT WE WON'T SEE ON OUR TAX ROLL.
THE LEGISLATURES WANTING TO GIVE PEOPLE TAX RELIEF MOSTLY 'CAUSE OF THE SCHOOL TAXES.
A BIG WELL, YEAH, IT'S A BIG JUMP AT ONE TIME.
FOR THE CITY, IT'S, IT'S A PRETTY BIG INCREASE.
I JUST WANTED TO KNOW IF IT'S SOMETHING WE CAN'T CHANGE, CORRECT? NO.
THAT THIS IS BY LAW AND IT TOOK EFFECT JANUARY ONE OF THIS YEAR.
IT'S STATE LAW SAID AIN'T OUR FAULT, BUT IT'S OUR BENEFIT.

I'M GOING TO REALLY READ THE SUMMARY AND ADD A FEW THINGS AND GIVE YOU AN OVERALL, UM, VIEW OF THE BUSINESS PLANS.
UM, THIS REALLY SHOULDN'T TAKE VERY LONG.
SO THE STRATEGIC PLAN ESTABLISHES THE LONG-TERM VISION FOR DELIVERING EXCEPTIONAL SERVICES, SUPPORTING RESPONSIBLE GROWTH, AND MAINTAINING THE HIGH QUALITY OF LIFE EXPECTED BY RESIDENTS.
EACH DEPARTMENT HAS CREATED A BUSINESS PLAN ALIGNED WITH THESE GOALS AND STRATEGIES.
THESE PLANS OUTLINE THE DEPARTMENT'S APPROACH, KEY INITIATIVES AND SPECIFIC ACTIONS TO IMPROVE SERVICES AND PLAN FOR FUTURE RESOURCE NEEDS ACROSS ALL DEPARTMENTS.
THERE IS A CONSISTENT THEME REGARDING RISING SERVICE DEMANDS, DRIVEN BY POPULATION GROWTH, NEW DEVELOPMENT, AND EXPANDING INFRASTRUCTURE.
TO MEET THE GOALS OF THE STRATEGIC PLAN, THE DEPARTMENTS HAVE IDENTIFIED ESSENTIAL NEEDS IN FOUR AREAS, INCLUDING PERSONNEL, EQUIPMENT, INFORMATION TECHNOLOGY, AND FACILITY NEEDS.

UM, THE CITY DOES A VERY GOOD JOB OF MAINTAINING A FLEET REPLACEMENT FUND.
THE MAJORITY OF OUR VEHICLES, UM, WHEN WE BUY A VEHICLE, WE START SAVING FOR THE NEXT.
SO THE MAJORITY OF OUR VEHICLES WE HAVE FUNDING FOR.
UH, ONE OF THE ISSUES RECENTLY IS THE, THE INCREASED COST OF VEHICLES.
UM, SO THAT'S REALLY HURTING OUR SAVINGS AND WE'RE HAVING TO ADD MORE AND MORE FOR VEHICLES JUST 'CAUSE THE COST HAS WENT UP.

AFTER REVIEWING THE CITY'S CURRENT FIREWORKS ORDINANCE AND CONSULTING WITH THE CITY ATTORNEY'S OFFICE STAFF IS PROPOSING AMENDMENTS INTENDED TO IMPROVE ENFORCEMENT RELATED TO THE DISCHARGE OF FIREWORKS WITHIN THE CITY LIMITS.
THE PROPOSED REVISIONS ALSO ESTABLISHED AN A ADDITIONAL ENFORCEMENT MECHANISM BY ALLOWING ADMINISTRATIVE CITATIONS TO BE ISSUED TO PROPERTY OWNERS WHEN FIREWORKS ARE DISCHARGED ON PRIVATE PROPERTY.

THE PROPOSED AMENDMENTS, AMENDMENTS, EXCUSE ME, WOULD STRENGTHEN THE ENFORCEMENT OPTIONS.
ADMINISTRATIVE CITATIONS ISSUED TO PRIVATE PROPERTY OWNERS.
UH, FOR ANY VIOLATIONS OCCURRING ON PRIVATE PROPERTY, ADMINISTRATIVE CITATIONS WOULD CARRY A FINE NOT TO EXCEED $500.

AS FAR AS INTAKES GOES, FOR APRIL, WE DID HAVE A TOTAL OF 105 INTAKES, 52 DOGS, 48 CATS, AND FIVE OTHER.
AND OUR OUTCOMES DID GO DOWN TO 76 TOTAL OUTCOMES FOR THE MONTH OF APRIL.
SO 54 DOGS, 17 CATS AND FIVE OTHERS HAVE GONE EITHER INTO HOMES, UM, TRANSFERRED TO RESCUES, ESPECIALLY RIGHT NOW.
THAT'S PROBABLY OUR BIGGEST HELP RIGHT NOW IS BEING ABLE TO GET 'EM INTO RESCUES AND OTHER HUMANE SOCIETIES THAT CAN BETTER SUPPORT THEM.
WE DID HAVE A COUPLE OF DEATHS.
TWO DOGS WERE EUTHANIZED, UM, FOR SEVERE ILLNESSES.
ONE OF THOSE WAS AN UNKNOWN ILLNESS THAT THE DOG JUST PASSED.
AND OVERNIGHT, UM, OUT A VETERINARIAN.
UM, TWO DOGS WERE EUTHANIZED FOR SEVERE I ILLNESSES AS WELL DURING ONE OF THEIR VET VISITS.
AND ONE CAT WAS EUTHANIZED FOR A HEAD TO LAB RABIES TESTING THAT PUTS US AT A 93% LIVE RELEASE RATE FOR THE MONTH OF APRIL 93 FOR DOGS, 94 FOR CATS AND A HUNDRED FOR EVERYTHING ELSE.
WE DISPATCHED A TOTAL 105 CALLS, THAT'S ALL CALLS THAT OUR OFFICERS DID GO OUT TO 11 BY CASES INVESTIGATED, ZERO FORMAL COMPLAINTS, FOUR CRUELTY CASES, INVESTIGATED AND COMPLETED.
AND WE HAD FOUR DIFFERENT ADOPTION EVENTS OUT IN THE COMMUNITY AND INCLUDING AT THE SHELTER.
AND WE HAD EIGHT OWNER SURRENDER DENIALS AT THIS POINT.
DO WE HAVE ANY QUESTIONS? THE ANIMALS THAT PASSED, WERE THEY JUST OF A OLD AGE OR NO ILL ILLNESSES.
UM, IT WAS PRETTY SEVERE CASE THAT HE WAS AT THE VET AND THE VETS JUST DID NOT FEEL THAT THE DOG WAS GOING TO BE ABLE TO MAKE IT THROUGH THAT.
SO ONE OF THOSE WAS PARVO BECAUSE IT SAID UNKNOWN CAUSES THAT YEAH, THAT WAS THE OTHER PUPPY THAT DIED, UH, OF UNKNOWN CAUSES.
THE DOG WAS, WE BROUGHT HIM IN FOR A NORMAL CHECKUP AND PASSED OVERNIGHT.
THEY STARTED TO SEE A DECLINE RANDOMLY.
