Announcements.
GENERAL COMMENTS FROM THE AUDIENCE. Citizens who have registered with the City Secretary prior to the meeting being called to order and desire to address the City Council with comments of a general nature, as it relates to the City of Rosenberg, will be heard at this time. Speakers can only speak once during any meeting, either under General Comments or under a specific agenda item. Each speaker is limited to three (3) minutes, except that a speaker who addresses the City Council through a translator is limited to six (6) minutes. Speakers making personal, impertinent, profane or slanderous remarks may be removed from the room and shall be barred from reentering the Chamber during the session of City Council. In accordance with the Texas Open Meetings Act, the City Council is restricted from discussing or taking action on items not listed on the agenda. It is our policy to have all speakers identify themselves by providing their name and residential address when making comments.

Consideration of and action on Ordinance No. 2020-03, an Ordinance providing that a General Municipal Election be held on May 2, 2020, and a Run-Off Election, if required, on June 6, 2020, for the purpose of electing four single member District Councilmembers; directing the giving of notice of such election; and providing details relating to the holding of such election. 10. Consideration of and action on Ordinance No. 2020-04, an Ordinance ordering a Special Election to be held on May 2, 2020, for the purpose of submitting to the qualified voters, for adoption or rejection, seven (7) proposed amendments to the existing home-rule charter of the City of Rosenberg, as amended; submitting to the qualified voters, for adoption or rejection, two (2) proposed resolutions; and making provisions for the conduct of the election. Consideration of and action on Resolution No. R-2890, a Resolution authorizing the Mayor to execute, for and on behalf of the City, a Joint Election Agreement and Contract for Election Services for the 2020 General Municipal Election, and Special Election, by and between the City and Fort Bend County.
